Our Team

Joseph Joyner, CPA - Partner, Management Services

Joe's practice areas include health care, business advisory and computer consulting, as well as computer system design and installation and training of client personnel.

Joe's management experience includes accounting management with a major accounting firm, extensive health care consulting, as well as controllership for several hospitals. Mr. Joyner has more than twenty years of public and private accounting experience.

Joe is a licensed certified public accountant and has a Bachelors of Arts Degree in Economics from the University of California, Los Angeles and a Master of Business Administration Degree from Harvard Business School (Boston, Massachusetts).

Carla J. Randolph, CPA, MBA, Partner, Audit

Carla J. Randolph, a partner with CRW, specializes in providing audit, contract controllership, and risk management solutions to clients. Ms. Randolph has over 20 years of financial accounting experience, both in industry and government, and over 10 years of experience in governmental financial and compliance auditing.

Prior to joining CR Williams and Associates LLC, she worked as the contract Finance Director for the City of East Saint Louis; Audit Manager for Campbell LLC; Accounting Officer for Mercantile Bank; and Accounting Policy Manager for Citicorp Mortgage. Ms. Randolph has also worked as an adjunct accounting instructor at both Saint Louis Community College and Harris-Stowe.

Ms. Randolph’s background includes working as a municipal financial officer where she was directly responsible for compliance, risk and control for a city with over $20 million in transactions. She developed, implemented and tested internal controls, policies, process flows, OMB A-133 compliance for multiple grants, and procedures used in the execution of deliverables to mitigate risk. She has met continuing education requirements under Government Auditing Standards.

Quentin Davis, CPA, Partner for Tax and Valuation Services

Mr. Davis is responsible for practice development and is head of the accounting department at Harris-Stowe State College. His practice areas include tax, valuation services, and small business development.

Mr. Davis’ professional experience includes internal auditing with a local regional bank, paralegal duties in the U.S. Army, and management accounting with a national food-producer. Mr. Davis has more than ten years of private and public accounting experience.

Mr. Davis is a licensed certified public accountant and has a Bachelor’s of Science Degree in Accounting from Southern University (Baton Rouge, Louisiana), a Master of Science in Taxation from Fontbonne College (St. Louis, Missouri), and is a candidate for the Ph. D in business.
